The Emilia-Romagna Regional Operational Programme is the planning document that defines the strategy and operations of use of Community funds allocated to the Region by the European Regional Development Fund, in the framework of the cohesion policy, in furtherance of the economic growth and attractiveness of the regional territory, being the main investment instrument of the European Union.
Job creation, competitiveness among enterprises, economic growth, sustainable development and enhancement of the quality of life of citizens are the targets set by the Europe 2020 strategy.
For the 2014-2020 period, nearly one third of the EU budget, amounting to 352 billion euro, is devoted to this policy, which is implemented through three main funds: the European Regional Development Fund, the European Social Fund, the Cohesion Fund which, together with the European Agricultural Fund for Rural Development and the European Fund for Maritime Affairs and Fisheries, constitute the EU Structural & Investment Funds.
The European Regional Development Fund - ERDF intends to strengthen regional economic and social cohesion, by investing in the areas that support growth to improve competitiveness and create jobs. ERDF finances also integration projects among member countries, through the European territorial cooperation.
The ERDF ROP provides funding opportunities and support for the growth of the economy and the regional territory of Emilia-Romagna.
Programming periods have a duration of seven years. The 2007-2013 ERDF ROP, is bound to close investments by December 2015, and the new 2014-2020 ERDF ROP is about to start with almost 482 million euro. These funds will be allocated in the field of: research and innovation, ICT development, competitiveness and attractiveness of the regional system, promotion of low-carbon economy, enhancement of artistic, cultural and environmental assets, and implementation of the urban agenda for smart, sustainable and attractive cities.
With regard to research and innovation, the 2014-2020 ERDF Operational Programme contributes to implement the Regional strategy for smart specialization of Emilia-Romagna. Research and innovation structurally connect businesses and the regional production system with the human capital and the extensive knowledge system.
